Tiebout Sorting and Discrete Choices: A New Explanation for Socioeconomic Differences in the Consumption of School Quality*

چکیده
This paper aims to clarify the underlying basis for the observed differences in the consumption of school quality associated with race, education, and income. In particular, I attempt to distinguish whether these differences are driven primarily by differences in preferences for schooling itself or by variation in other factors that affect the residential location, school, and housing choices of households with different characteristics. I develop an empirical model that provides estimates of the preferences associated with each household’s choice of community, school (public vs. private), tenure (rent vs. own), and housing. These preferences are allowed to vary with household characteristics and endowments including race, education, income, and employment location. Because data matching households with their particular school and community choices are not available for a large study area, I develop an estimation technique based on those recently advanced under similar data limitations in the Industrial Organization literature for the estimation of demand in differentiated products markets. The results of the analysis indicate that the differences in the consumption of school quality associated with parental education are driven primarily by differences in preferences for schooling itself. The differences in consumption associated with race, however, are explained instead by differences in the geography of employment opportunities, the demand for housing (whether driven by differences in housing preferences or discrimination in the housing market), and preferences for the race of one’s neighbors. This measured disconnect between the preferences and consumption patterns of minority households implies a shortage of communities that combine relatively high quality schooling with either poor quality housing or geographic proximity to employment centers for minority households. That this lack of availability persists despite the fact that minority households would be willing to forgo other forms of consumption to live in such communities implies a potentially serious imperfection in local education markets.

The Competitive Structure of Urban School Districts in the United States
§ Introduction and Overview The Tiebout (1956) model assumes that households choose their community of residence in part by the quality of its public schools. For the model to operate efficiently, school districts should be numerous. In 1916, there were over 200,000 public school districts in the United States. By 2005, there were fewer than 15,000. Most observers regard this decline as evidenc...

State educational spending policies strongly impact the funding of local schools. While some US states have removed school spending authority from local residents, others continue to encourage local control. In this paper we explore the effects of changes in state educational spending policies on Tiebout sorting by examining the location choice of young and elderly households, both within and a...
متن کاملAn Adapted Non-dominated Sorting Algorithm (ANSA) for Solving Multi Objective Trip Distribution Problem
Trip distribution deals with estimation of trips distributed among origins and destinations and is one of the important stages in transportation planning. Since in the real world, trip distribution models often have more than one objective, multi-objective models are developed to cope with a set of conflict goals in this area. In a proposed method of adapted non-dominated sorting algorithm (ANS...
متن کاملDoes School Choice Lead to Sorting? Evidence from Tiebout Variation
Two issues dominate the school choice debate: whether competition would make schools more productive, and whether choice would result in sorting or stratification. In trying to answer these questions, economists have generally focused on the consequences of voucher systems, yet inter-district or Tiebout choice is, and is likely to remain, the main form of school choice in the United States. Sur...
متن کاملThe Effect of School Finance Reform on Population Heterogeneity
This paper tests whether state school finance reform alters neighborhood income homogeneity. One implication of the Tiebout model is that within-community homogeneity declines as a result of an exogenous decrease in the ability of jurisdictions to set local tax and expenditure levels. The property tax revolt and the school finance equalization reform of the 1970s and 1980s offer a test of the r...
