چکیده

By inverting Saez (2002)’s model of optimal income taxation, we characterize the redistributive preferences of the Irish government between 1987 and 2005. The (marginal) social welfare function revealed by this approach is consistently comparable over time and show great stability despite profound changes in market incomes and important …scal reforms over the period. Results are robust to numerous checks regarding data, income concepts and elasticities. A comparison with the UK shows marked di¤erences re‡ecting the narrow political spectrum in Ireland compared to radical changes in British politics over the past 30 years. Some "anomalies" in the revealed social welfare function suggests introducing transfers to the working poor. Key Words : social preferences, optimal taxation, labour supply. JEL Classi…cation : C63; C81; D31; D63; H11; H21; H23; H31 Acknowledgement: Bargain is a¢ liated to University College Dublin (UCD), IZA, the Geary Institute, CHILD and the ESRI. Tax-Benefit Systems in Europe and the US: Between Equity and Efficiency Whether observed differences in redistributive policies across countries are the result of differences in social preferences or efficiency constraints is an important question that paves the debate about the optimality of welfare regimes. To shed new light on this question, we estimate labor supply elasticities on microdata...

A differential redistributive analysis of bilinear tax reforms

We analyze differential redistributive effects, voting preferences and revenue elasticities of bilinear tax reforms that are applied to dual taxes or, more generally, to two different one-dimensional taxes. We prove that a partial order -which induces a latticebased on the Lorenz dominance criterion can be established if certain conditions on the tax reform policy and the income distribution ho...

Voting Behavior, Preference Aggregation and Tax Design

The empirical evidence on voting behavior suggests that the individuals’ choice of the vote is explained, among other things, by policy issues and the voters’ partisan preferences over the party that rules the government. The evidence also indicates that the voters’ partisan preferences are the best predictor of the choice of the vote (Republican and Democratic voters tend to vote, respectively...
