چکیده

We analyze a model of optimal gerrymandering where two parties receive a noisy signal about voter preferences from a continuous distribution and simultaneously design districts in di¤erent states and in which the median voter in a district determines the winner. The form of the optimal gerrymander involves “slices”of extreme right-wing voters that are paired with “slices” of left-wing voters, as in Friedman and Holden (2008). We also show that, as one party controls the redistricting process in more states, that party designs districts so as to spread out the distribution of district median voters from a given state. Partisan and Bipartisan Gerrymandering∗

This paper analyzes the optimal partisan and bipartisan gerrymandering policies in a model with electoral competitions in policy positions and transfer promises. With complete freedom in redistricting, partisan gerrymandering policy generates the most one-sidedly biased district profile, while bipartisan gerrymandering generates the most polarized district profile. In contrast, with limited fre...

Optimal Control Pressure for Leakage Minimization in Water Distribution Systems Using Imperialist Competitive Algorithm

One of the key factors affecting leakage in water distribution systems is network pressure management by putting Pressure Reduce Valves (PRV) in the flow path and optimal regulation of these vales in water networks. This study aimed at investigating optimal pressure management problems so as to minimize leakage in water distribution networks. To do so, an approach was proposed for both optimal ...

Big City vs. the Great Outdoors: Voter Distribution and How it Affects Gerrymandering

Gerrymandering is the process by which parties manipulate boundaries of electoral districts in order to maximize the number of districts they can win. Demographic trends show an increasingly strong correlation between residence and party affiliation; some party’s supporters congregate in cities, while others stay in more rural areas. We investigate both theoretically and empirically the effect ...

A firefly algorithm for solving competitive location-design problem: a case study

This paper aims at determining the optimal number of new facilities besides specifying both the optimal location and design level of them under the budget constraint in a competitive environment by a novel hybrid continuous and discrete firefly algorithm. A real-world application of locating new chain stores in the city of Tehran, Iran, is used and the results are analyzed. In addition, several...

Optimal partisan gerrymandering

We look ae the problem of devising an optimal gerrymander from the standpoint of the political party in control of the redistricting process in a singlemember district system involving two-party competition. In an electoral universe with uncertainty, we show that the optimal partisan gerrymander is different from the classic recipe for partisan gerrymandering if parties are concerned with the l...
