The governments all over the world now pay much more attention to the development of electronic commerce. Electronic commerce is an enormous complicated social engineering. It necessarily needs the powerful prompt of governments. The feasible suggestions about how governments prompt the development of electronic commerce are presented in this paper. First, set laws and regulations system and make it perfect. Create and develop the physical distribution systems, and the credit information database of the enterprises and individuals. By those, create a well-formed electronic commerce environment. Second, take vigorous action to support international cooperation and speed up the process of the enterprise informatization. Third, create the research on the qualitative and quantitative integrated model for electronic commerce, based on it, develop a computer based simulation environment to offer an experiment base for the development of electronic commerce.
