Integrated modelling and decision-support tools: a Mediterranean example

چکیده
A great deal of new knowledge and research material have been generated from research carried out under the auspices of the European Union (EU). However, only a small amount has been made available as practical policy-support tools. In this paper, we describe how EU funded research models and understanding have been integrated into an interactive decision-support system addressing physical, economic and social aspects of land degradation in the Mediterranean. We summarise the 10 constituent models that simulate hydrology, human influences, crops, natural vegetation and climatic conditions. The models operate on very different spatial and temporal scales and utilise different modelling techniques and implementation languages. Many scientific, modelling and technical issues were encountered during the transformation of ‘research’ models into ‘policy’ models. We highlight the differences between each type of model and discuss some of the ontological and technical problems in re-using research models for policy-support, including resolving differences in temporal scale and some of the software engineering aspects of model integration. The involvement of policy-makers, ‘stakeholders’ and other end-users is essential for the specification of relevant decision-making issues and the development of useful interactive support tools. We discuss the problems of identifying both the decision-makers and the issues they perceive as important, their receptivity to such tools, and their roles in the policy-making process. Finally, we note the lessons learned, the resources needed, and the types of end-users, scientists and mediators required to ensure effective communication, technical development and exploitation of spatial modelling tools for integrated environmental decision-making. # 2004 Elsevier Ltd. متن کاملA Bayesian model decision support system: dryland salinity management application
Addressing environmental management problems at catchment scales requires an integrated modelling approach, in which key bio-physical and socio-economic drivers, processes and impacts are all considered. Development of Decision Support Systems (DSSs) for environmental management is rapidly progressing. This paper describes the integration of physical, ecological, and socio-economic components i...

Baseline data represent one of the important stages of Environmental Impact Assessment (EIA) procedure that describes the existing environment of the study area and surrounding areas in enough detail to allow the environmental impacts of the proposed area to be accurately and adequately assessed, and future changes and effects can be measured. Baseline data may be inaccurate, difficult to obtai...
متن کاملCoastal zone resource management: tools for a participatory planning and decision making process
Coastal zones around the globe experience rapid development and change, and the Mediterranean, and in particular the Southern and Eastern parts, is undergoing dramatic demographic and related socio-economic development with growing and conflicting demands on natural resources. This leads to often irreversible degradation of these resources including the littoral and sub-littoral zones and thus ...
متن کاملDecision-Support System Workbench for Sustainable Water Management Problems
Decision Support Systems (DSS) comprise a wide-range of computer-enabled applications that are based on some form of analytical model, commonly linked to a database. Coupled with the visualization and spatial analysis facilities provided by a Geographic Information System (GIS), a unifying framework can be developed to promote the uptake of advanced decision support technology across a wide ran...
