Regulating Autonomous Vehicles: A Policy Proposal
نویسندگان
چکیده
The widespread deployment and testing of autonomous vehicles in real-world environments raises key questions about how such systems should be regulated. Much of the current debate presupposes that the regulatory system we currently use for regular vehicles is also appropriate for semiand fully-autonomous ones. In opposition, we first argue that there are serious challenges to regulating autonomous vehicles using current approaches, due to the nature of both autonomous capabilities (and their connections to operational domains), and also the systems’ tasks and surrounding uncertainties. Instead, we argue that vehicles with autonomous capabilities are similar in key respects to drugs and other medical interventions. Thus, we propose (on a “first principles” basis) a dynamic regulatory system with staged approvals and monitoring, analogous to the system used by the U.S. Food & Drug Administration. We provide details about the operation of such a potential system, and conclude by characterizing its benefits, costs, and plausibility.

Scheduling of Multiple Autonomous Guided Vehicles for an Assembly Line Using Minimum Cost Network Flow
This paper proposed a parallel automated assembly line system to produce multiple products having multiple autonomous guided vehicles (AGVs). Several assembly lines are configured to produce multiple products in which the technologies of machines are shared among the assembly lines when required. The transportation between the stations in an assembly line (intra assembly line) and among station...
متن کاملMaritime Data Transfer Protocol (MDTP): A Proposal for a Data Transmission Protocol in Resource-Constrained Underwater Environments Involving Cyber-Physical Systems
The utilization of autonomous maritime vehicles is becoming widespread in operations that are deemed too hazardous for humans to be directly involved in them. One of the ways to increase the productivity of the tools used during missions is the deployment of several vehicles with the same objective regarding data collection and transfer, both for the benefit of human staff and policy makers. Ho...
متن کاملInvestigation on Nose and Tail Shape Effects on Hydrodynamic Parameters in Autonomous Underwater Vehicles
Development of autonomous underwater vehicles (AUVs) which meets the design constraints and provides the best hydrodynamic performance is really an important challenge in the field of hydrodynamics. In this paper a new profile is used for designing the hull of AUVs. The nose and tail profiles of an AUV using presented profile is designed such that it can properly consider the length constraints...
متن کاملAdaptive Robust Control for Trajectory Tracking of Autonomous underwater Vehicles on Horizontal Plane
This manuscript addresses trajectory tracking problem of autonomous underwater vehicles (AUVs) on the horizontal plane. Adaptive sliding mode control is employed in order to achieve a robust behavior against some uncertainty and ocean current disturbances, assuming that disturbance and its derivative are bounded by unknown boundary levels. The proposed approach is based on a dual layer adaptive...
متن کاملTutorial Proposal Title: Developing Cyber-Physical Systems: Autonomous Vehicles in Regular Traffic
“Cyber-physical systems (CPS) are engineered systems that are built from and depend upon the synergy of computational and physical components. Emerging CPS will be coordinated, distributed, and connected, and must be robust and responsive.” (From NSF – USA). In this tutorial we will cover aspects of the analysis and synthesis of CPS, concentrating on the design of Autonomous Vehicles. We shall ...
