Numerical Risk Assessment and Land Use Planning

چکیده
The proposed siting of new chemical Hazardous Installations, modifications to existing Hazardous Installations, and proposals for development within the vicinity of these installations, are assessed by the Hazardous Installations Directorate (HID) of the Health & Safety Executive. Numerical risk assessment methodology is utilised to enable advice to be given to Local Planning Authorities. The use of ‘top down’ Quantified Risk Assessment methodologies is well established in these circumstances. HID also uses simplified ‘Risk Integral’ techniques to enable decisions to be made on a consistent basis at low cost. This paper describes the application of these numerical techniques with actual case studies which illustrate the methodologies and decision making criteria. The subsequent consideration and provision of risk reduction measures is also described with examples. The implications for the successful management of off-site risk are discussed.

Implications of the Uncertainties Present in Risk Assessment of Chemical Installations to Risk-informed Decision Making: the Case of Land-use Planning
This paper deals with the uncertainties present in the results of risk assessment of chemical installations and it examines their implications to land-use planning decisions. In particular, the results from the EU funded research project ASSURANCE are used as a case-study. Three types of land use planning approaches are considered, namely, a “consequence-based” approach, a “risk-based” using on...

Objective: More than 75 percent of Iran is located in arid and semi-arid then land degradation and desertification are one of the crises ecological. We require a proper understanding of causes and processes of desertification to control the huge phenomenon on the global and regional situation. Because southeast of Iran located in arid land then assessment of desertification is very importance f...

متن کاملAssessing Land Use Changes in Areas with High Risk of Human-Brown Bear Conflict in Fars Province
Assessing habitat changes is an important step in the spatial prioritization of management efforts, aimed at reducing conflicts. We assessed landuse/cover change in areas with high risk of human-bear conflict in Fars province. In the first step, we predicted the conflict hotspots, using bear damage incidents, a suit of predictors, and the Ensembles of Small Models (ESMs) approach. In the second...

Today, due to climate change, natural hazards and how to deal with them are among the most important concerns of researchers in environmental planning and crisis management. The purpose of this study is the assessment of the potential flood risk in Sarbaz drainage basin. For this purpose, the databases including elevation, slope, geological characteristics, soil characteristics, precipitation, ...
