to be collected (such as deaths, injuries, economic loss, people affected). Protocols (or ontologies) for hazard and impact definitions also are needed to ensure compatible loss attribution, particularly for complex events consisting of multiple hazard types. Furthermore, to foster trust, transparency and accountability, the information must be publicly available and curated by accepted bodies, which may (or may not) be meteorological agencies, statistical bureaus, or universities. Focusing on the impacts of the last major tropical cyclone or winter storm should not overshadow the chronic impacts from prolonged droughts or routine flooding. The livelihoods of people are not only affected by catastrophic events, but the everyday hazards that adversely affect their resilience.

The Effects of Energy Subsidy Reform on Fuel Demand in Iran
To prevent further increases in energy consumption, the government of Iran commenced energy subsidy reform in 2010. This paper investigates the fuel conservation effects of the reform in Iran using a homothetic translog cost function that provides estimates of the own- and cross-price elasticities of fuel demands. The percentage reduction in fuel demands is estimated using the likely effect of ...
متن کاملLeveraging Fuel Subsidy Reform for Transition in Yemen
Yemen is currently undergoing a major political transition, yet many economic challenges—including fuel subsidy reform—remain highly relevant. To inform the transition process with respect to a potential subsidy reform, we use a dynamic computable general equilibrium and microsimulation model for Yemen; we show that overall growth effects of subsidy reduction are positive in general, but povert...
متن کاملLong‐term climate policy implications of phasing out fossil fuel subsidies
It is often argued that fossil fuel subsidies hamper the transition towards a sustainable energy supply as they incentivize wasteful consumption. We assess implications of a subsidy phase‐ out for the mitigation of climate change and the low‐carbon transformation of the energy system, using the global energy–economy model REMIND. We compare our results with those obtained by the International E...

Since fossil fuel subsidies entail significant economic, fiscal, social and environmental costs, more and more attention is being paid to phasing out fossil fuel subsidies. The OECD has recently completed a report quantifying the amount of both producer and consumer subsidies for their member countries, and some work has been implemented on analyzing the effects of consumer subsidy removal. How...
متن کاملThe Unequal Benefits of Fuel Subsidies Revisited: Evidence for Developing Countries; by David Coady, Valentina Flamini, and Louis Sears; IMF Working Paper WP/15/250; November 2015
Understanding who benefits from fuel price subsidies and the welfare impact of increasing fuel prices is key to designing, and gaining public support for, subsidy reform. This paper updates evidence for developing countries on the magnitude of the welfare impact of subsidy reform and its distribution across income groups, incorporating more recent studies and expanding the number of countries. ...
