چکیده

Research from models allowing for heterogeneity in asset endowments and endogenously chosen …scal policy suggests a positive link between income inequality and both capital taxes and polarisation. However, while the second prediction receives empirical support, capital tax rates are negatively related with inequality in the data for OECD democracies. Using the basic neoclassical model with capital asset inequality, we show that both stylised facts can be explained in a majority equilibrium with representative democracy and Markov perfect policy. This result is driven by the fact that the concentration of capital holdings and the capitalist bias associated with the political economy system work as substitutes in reducing the ine¢ ciencies associated with lack of commitment. Allocation and Taxation in Uncommitted Societies

We analyze the properties of credible equilibria in dynamic settings with privately informed agents, capital accumulation and a lack of societal commitment. We show that a lack of commitment tilts the social tradeoff between equality and incentives towards the former and has ambiguous implications for capital accumulation. We isolate forces that promote and retard capital accumulation in these ...

Political economy of Ramsey taxation

We study the dynamic taxation of capital and labor in the neoclassical growth model under the assumption that taxes and public good provision are decided by a self-interested politician who cannot commit to policies. Citizens can imperfectly control the politician using elections similar to a political agency model. As in the standard dynamic taxation models, we only allow for linear taxes on c...

The Welfare Effects of Switching from Consumption Taxation to Inflation Taxation in Iran’s Economy

The net effects of switching from consumption taxation to inflation taxation on resource allocation and welfare crucially depend on production externalities. With elastic labor supply, raising inflation taxation decreases leisure, but increases the levels of real consumption, capital, and output. Moreover, this tax switch has two opposing effects on the level of real money balances: A positive ...

Social discounting and incentive compatible fiscal policy

This paper considers a Ramsey model of linear capital and labor income taxation in which the government cannot commit ex-ante to a sequence of policies for the future. In this setup, if the government is more impatient than the government, the capital income tax will always be positive in steady state. Thus, impatience and lack of commitment are able to generate positive capital taxes in the lo...
