Energy efficiency and emissions intensity standards

چکیده
We investigate the role of energy efficiency in rate-based emissions intensity standards, a particularly policy relevant consideration given the Environmental Protection Agency’s Clean Power Plan allows crediting of electricity savings as a means of complying with state-specific emissions standards. We show that for perfectly inelastic energy services demand, crediting efficiency measures can recover the first-best allocation. This approach extends the output subsidy in a traditional intensity standard to energy efficiency, thereby eliminating the distortion that favors energy generation over energy efficiency. However, when demand for energy services exhibits some elasticity, crediting energy efficiency can no longer recover first-best. While crediting energy efficiency removes the relative distortion between energy generation and energy efficiency, it distorts the absolute level of both generation and efficiency via an energy services subsidy. Simulations calibrated to the electricity sector in Texas examine these issues numerically and explore the implications of alternative energy efficiency crediting schemes. ∗We thank participants at the 3rd Annual Front Range Energy Camp and 2015 AERE Summer Conference for comments. Climate policies for road transport revisited (I): Evaluation of the current framework
The global rise of greenhouse gas (GHG) emissions and its potentially devastating consequences require a comprehensive regulatory framework for reducing emissions, including those from the transport sector. Alternative fuels and technologies have been promoted as a means for reducing the carbon intensity of the transport sector. However, the overall transport policy framework in major world eco...
متن کاملGHG Mitigation in Iran’s Energy Sector According to the National General Policies
The United Nations Framework Convention on Climate Change calls on member states to reduce their greenhouse gas emissions as much as possible in order to combat global warming. Iran has announced 4 and 12 percent emission reduction targets in 2030 in its Intended Nationally Determined Contributions compared to the Business-As-Usual (BAU) scenario, in which the energy sector has the largest shar...

متن کاملDecomposition Analysis of Energy Intensity Changes in Industries at the Provincial Level in Iran: Average Distribution of Cross Changes Approach
In this paper energy intensity changes in industries of Iran as a whole and for each province separately have been calculated in the period of 2005-2019. These changes are divided to structural and efficiency effects by using average distribution on the amount of changes in cross method. The results show that during this period, energy intensity has increased throughout the country and in all p...

Climate change cannot control unless by reduction of GHG emissions to secure level, therefore it is important to identify driving forces and possible scenarios based on targets. In this research, the Logarithmic Mean Divisia Index decomposition approach in combination with Extended Kaya Identity (EKI) are applied to investigate five factors could affect emissions during 1971-2012 in Iran.
