Welfare Measurement under Threats of Environmental Catastrophes

چکیده
Welfare measures under threats of environmental catastrophes are studied using the ”parable” apparatus of Weitzman and Löfgren [28]. The occurrence probability of the catastrophic events is driven (at least partly) by anthropogenic activities such as natural resource exploitation. Without external effects, the green NNP is a genuine welfare measure vis-à-vis a particular parable economy. Often, however, the occurrence hazard constitutes a public bad, treated as an externality by agents who ignore their own contribution to its accumulation. In such cases the green NNP, although accounting for the event hazard rate per se, fails to properly internalize future effects on the hazard rate of current economic activities and as a result overestimates welfare. The bias term associated with the green NNP is derived and expressed in a simple and interpretable form.

Governing catastrophes: security, health and humanitarian assistance
Recent catastrophes, and predictions of an increasing potential for more, have stimulated thinking about the best policy responses to these threats. This article explores how security concepts influence catastrophe governance. The article considers how globalization affects thinking about catastrophes and describes ways in which catastrophes have been conceptualized as governance challenges, su...

Food safety, protection of the environment and animal welfare are three concerns consumers have about modern food production systems. Standards dealing with these three issues can be in conflict, and finding ways to reduce this conflict is essential as international standards governing animal welfare develop. These conflicts can be reduced if flexible animal welfare standards are animal-based a...
متن کاملOn welfare frameworks and catastrophic climate risks
Recent theoretical work in the economics of climate change has suggested that climate policy is highly sensitive to ‘fat-tailed’ risks of catastrophic outcomes (Weitzman, 2009b). Such risks are suggested to be an inevitable consequence of scientific uncertainty about the effects of increased greenhouse gas concentrations on climate. Criticisms of this controversial result fall into three catego...
متن کاملSustainable Health for All? The Tension Between Human Security and the Right to Health Care
In the current global environmental crisis medical aid and disaster relief is given by the UN and its branches, by governments and by NGOs, who regard it as their duty to address large-scale humanitarian catastrophes. The duty to give medical aid rests on traditional interpretations of health security and on the bioethical imperatives to relieve suffering and to save lives. However, those princ...
متن کاملThe Far Future Argument for Confronting Catastrophic Threats to Humanity
Background: The Far Future Argument Certain major global catastrophes could cause permanent harm to humanity. A large body of scholarship makes a moral argument for confronting the threat of these catastrophes based on a concern for far future generations. The far future can be defined as anything beyond the next several millennia, including millions or billions of years from now, or even longe...
