Energy Conservation More Effective With Rebound Policy
نویسنده
چکیده
This article sketches the problem of indirect energy use effects, also known as rebound, of energy conservation. There is widespread support for energy conservation, especially when it is voluntary, as this seems a cheap way to realize environmental and energy-climate goals. However, this overlooks the phenomenon of rebound. The topic of energy rebound has mainly attracted attention from energy analysts, but has been surprisingly neglected in environmental economics, even though economists generally are concerned with indirect or economy-wide impacts of technical change and policies. This paper presents definitions and interpretations of energy and environmental rebound, as well as four fundamental reasons for the existence of the rebound phenomenon. It further offers the most complete list of rebound pathways or mechanisms available in the literature. In addition, it discusses empirical estimates of rebound and addresses the implications of uncertainties and difficulties in assessing rebound. Suggestions are offered for strategies and public policies to contain rebound. It is advised that rebound evaluation is an essential part of environmental policy and project assessments. As opposed to earlier studies, this paper stresses the relevance of the distinction between energy conservation resulting from autonomous demand J. C. J. M. van den Bergh ICREA, Barcelona, Spain J. The Estimation of the Rebound Effects in Household Sector: The Case of Iran
I n recent years, the so-called Rebound effects that stem from energy efficiency gains have been of increasing interest in the economic literature. This effect happens when improvements in energy efficiency stimulate energy demand rather than decrease it. In the recent paper using Social Accounting Matrix data on the economy of Iran, the previous research has been extended on this field by...
متن کاملDirect Household Rebound Effect for Electricity Consumption in the U.S.: Implications for Energy Conservation Policy
The direct rebound effect is a concept that describes the increase in consumer demand for energy services resulting from improvements in energy efficiency. This paper uses household electricity consumption data in the United States during the period 2006-2010 to generate an estimation of the rebound effect indirectly through price elasticities. It then analyzes the impact of state level applian...
متن کاملComprehensive Evaluation of Transport Energy Conservation and Emission Reduction Policies
Various transportation policies can help conserve energy and reduce pollution emissions. Some, called cleaner vehicle strategies in this article, reduce emission rates per vehiclekilometer. Others, called mobility management strategies, reduce total vehicle travel. There is disagreement concerning which approach is most cost effective and beneficial overall. Some previous studies concluded that...

Price policies are one of the most permissive policies in Iranian economic for controlling energy carrier's consumption. In addition, the non-price policies such as energy efficiency improvement are effective for controlling energy carrier's consumption. This paper assesses the economic impacts of energy efficiency improvement (in gasoline, gasoil and electric) as a non-price policy. For the pu...
