Debt Relief and the Current Account: An Analysis of the HIPC Initiative
نویسنده
چکیده
In this paper I develop a model to investigate the connection between debt relief and current account sustainability. This model can be used as a key input in assessing whether a HIPC country’s real exchange rate is ‘overvalued,’ and will thus need to go through devaluation. The working of the model is illustrated for the case of Nicaragua, a country that in 2002 had one of the highest external debt to GDP ratios: almo t 300 per cent. Nicaragua is the econd poorest country in the Western Hemisphe e (after Haiti), and for the last decade has relied very heavil on foreign as istance and aid. Moreover, in the l st few years Nicaragua has run extremely large current account ficits n excess f 37 per cent of GDP d ring 1997-2001 largely fin nced by grants, donat ons and migrant remittances.

This paper examines the question if the Heavily Indebted Poor Country (HIPC) Initiative provides a good basis for the HIPCs to exit from repeated debt rescheduling. Building on other reviews of the HIPC Initiative, the paper begins with a short summary of some key problems of the HIPC Initiative. It then reviews critically the growth assumptions of HIPC debt sustainability analyses, whereby the...

The Heavily Indebted Poor Countries (HIPC) Initiative, which was launched in 1996, is the first comprehensive effort by the international community to reduce the external debt of the world's poorest countries. The Initiative will generate substantial savings relative to current and past public spending on health and education in these countries. Although there is ample scope for raising public ...
متن کاملAnalytical History of Heavily Indebted Poor Country (HIPC) Debt Sustainability Targets
This paper traces the origins of World Bank indicators of debt-distress and their employment as HIPC sustainability targets. These targets are interpreted as ‘switching values’, below which countries are (on average) expected to avoid debt service problems, but as such, they do not take into account that countries encounter debt service problems for a variety of reasons and at different levels ...
متن کاملEvidence from a Panel of HIPCs
Substantial amounts of debt relief have been granted to a set of low-income countries, as an alternative aid modality. Although the theoretical case for debt relief is firmly established, only empirical analysis can show whether debt relief is indeed a (more) effective mode of aid delivery. We investigate the linkages between debt relief and other fiscal variables such as current expenditure, g...
