چکیده

We propose a clientele-based model of the yield curve and optimal maturity structure of government debt. Clienteles are generations of agents at different lifecycle stages in an overlappinggenerations economy. An optimal maturity structure exists in the absence of distortionary taxes and induces efficient intergenerational risksharing. If agents are more risk-averse than log, then an increase in the long-horizon clientele raises the price and optimal supply of long-term bonds—effects that we also confirm empirically in a panel of OECD countries. Moreover, under the optimal maturity structure catering to clienteles is limited and long-term bonds earn negative expected excess returns. ∗We thank Marios Angeletos, Elisa Faraglia, Roger Farmer, Xavier Gabaix, Douglas Gale, Luciano Greco, Robin Greenwood, Denis Gromb, Alessandro Missale, Herakles Polemarchakis, Ioanid Rosu, Pietro Veronesi (the editor), an anonymous referee, seminar participants at Cambridge, HEC Paris, LSE, LUISS Guido Carli, Oxford, Padova, Tilburg, UCLA, Warwick, and participants at the MTS and Western Finance Association conferences for helpful comments. Preferred Habitat and the Optimal Maturity Structure of Government Debt

We propose a clientele-based theory of the optimal maturity structure of government debt. We assume a three-period economy in which clienteles correspond to generations of agents consuming in different periods. An optimal maturity structure exists even in the absence of distortionary taxes, and consists in the government replicating the actions of private agents not yet present in the market. T...

Price Pressure in the Government Bond Market

What determines the term structure of interest rates? Standard economic theory links the interest rate for maturity T to the willingness of a representative agent to substitute consumption between times 0 and T. The standard model contrasts sharply with a more informal view based on investors’ preferred habitat, proposed by John Culbertson (1957) and Franco Modigliani and Richard Sutch (1966). ...

Optimal Government Debt Maturity∗ PRELIMINARY AND INCOMPLETE

This paper develops a model of optimal government debt maturity in which the government cannot issue state-contingent bonds and the government cannot commit to fiscal policy. In contrast to an environment with full commitment, there is a tradeoff between the cost of funding and the benefit of hedging. Borrowing long term provides the government with a hedging benefit since the value of outstand...

The Optimality of Consols in Government Debt Management∗

We consider optimal government debt maturity in a deterministic economy in which the government can issue any arbitrary maturity structure and in which bond prices are a function of the government’s current primary surplus and the path of future primary surpluses. The government sequentially chooses policy, taking into account how the current primary surplus and the structure of maturity issuan...
