چکیده

Variances in the American Community Survey are estimated using a replicate weight methodology (Fay, 1995). In counties with small sample sizes, the variance estimates of poverty statistics show wide variation as a function of sample size. Generalized Variance Functions (GVF) can be used to smooth out the uncertainty of the design-based variance estimate. We propose incorporating GVFs with small area model techniques to smooth out the variability in counties where the precision of the design-based variance is lacking. These smoothed variances can then be used in the small area models for poverty estimates. keywords: Generalized Variance Functions, small area estimation

Applying Bivariate Binomial/Logit Normal Models to Small Area Estimation

The U.S. Census Bureau’s SAIPE (Small Area Income and Poverty Estimates) program estimates poverty for various age groups for states, counties, and school districts of the U.S. We focus here on poverty estimates of school-aged (5-17) children for counties. The corresponding SAIPE production model applies to log transformed direct survey estimates for each county of the number of 5-17 year-olds ...

RESEARCH REPORT SERIES (Statistics #2003-08) Small Area Estimation from the American Community Survey using a Hierarchical Logistic Model of Persons and Housing Units

A multivariate binomial/multinomial model is proposed for estimating poverty and housing-unit characteristics of small areas. It is demonstrated that the model is in concordance with the design in that the model can reproduce within small area design-based estimates of variance. The methodology for producing estimates is presented, along with several evaluations using data from the American Com...

Errors-In-Variables County Poverty and Income Models

At present, the Small Area Income and Poverty Estimates (SAIPE) program at the U.S. Census Bureau estimates state, county, and school district poverty and state and county median household income (MHI). The current county models of child poverty are Empirical Bayes models where the direct survey estimates of poverty and MHI are shrunk with weightedregression model-based estimates of poverty and...

Aspects of Survey and Model-based Postcensal Estimation of Income and Poverty Characteristics for States and Counties

Congress has charged the Census Bureau with the responsibility to develop postcensal estimates of basic income and poverty statistics by state, county, and subcounty areas. The March Supplement to the Current Population Survey (CPS), based on a sample size of about 65,000 households, provides national estimates for these characteristics annually, but the sample size is insufficient to provide r...
