The European UMTS/IMT-2000 License Auctions
نویسندگان
چکیده
We survey the recent European UMTS license auctions and compare their outcomes with the predictions of a simple model that emphasizes future market structure as a main determinant of valuations for licenses. Since the main goal of most spectrum allocation procedures is economic e¢ciency, and since consumers (who are a¤ected by the ensuing market structure) do not participate at the auction stage, good designs must alleviate the asymmetry among incumbents and potential entrants by actively encouraging entry.

Auctions and the German UMTS-Auction
The German UMTS-Auction in August 2000 attracted, like similar auctions in Great Britain and The Netherlands earlier in the year 2000, a lot of public attention and money. At this auction 4 to 6 licenses to offer third generation cell-phone service in Germany were on the block to be sold, raising a total revenue of 98,8072 BDM. The publicity surrounding the auction is as good an excuse as any t...
متن کاملHow (not) to run auctions: The European 3G telecom auctions
There were enormous di*erences in the revenues from the European “third generation” (3G, or “UMTS”) mobile-phone license auctions, from 20 Euros per capita in Switzerland to 650 Euros per capita in the UK, though the values of the licenses sold were similar. Poor auction designs in some countries facilitated collusion between 4rms and failed to attract entrants. The sequencing of the auctions w...

In this paper we review, and draw some lessons from, the UMTS-auctions that have taken place in Europe during 2000 and 2001. We address several design issues and, in particular, focus attention on asymmetries between the bidders and on possibilities for collusion. An outlook is provided to several other auctions in which the stakes may not be so high, but the design issues perhaps somewhat more...
متن کاملIndividuals and teams in UMTS-license auctions
We examine bidding behaviour of individuals and teams in an experimental auction resembling UMTS-license auctions. Even though in reality teams were largely involved in those auctions, experimental studies on bidding in auctions have so far relied on individual bidders. Our results show that teams stay on average longer in an (ascending sealed-bid English) auction and pay significantly higher p...

Cellular mobile telecommunications and the World Wide Web are growing at an exciting pace. In the year 1999 both GSM and the Internet reached more than 200 million registered users globally. Thus, it may be expected that users will demand the combination of mobility and multimedia services in a foreseeable time frame. Multimedia content increases and differentiates with the changing information...
