SDI in East Africa - Leveraging the UN presence
نویسندگان
چکیده
During 2007, East Africa has been the venue for an attempt to field-test the principles of spatial data infrastructures (SDIs). The effort has involved a selfmotivated group of United Nations (UN) offices and programmes, and their partners amongst the non-governmental organizations, inter-governmental organizations, regional research institutions, and academia and beyond. The motivation for the exercise arises from the on-going definition of a United Nations Spatial Data Infrastructure (UNSDI) coupled with the recognition that there is little practical basis upon which to base such design, especially in the case of the governance structures necessary to sustain a co-dependent community of institutions that are building business applications over each others' data and services. A number of key points distinguish SDI-East Africa (SDI-EA) from equivalent ones occurring in more economically developed countries or regions in that it lacks top-down mandate or authority; there is a wide variety of institutional and legal frameworks governing data and service provision; the breadth and disparity of technical capability and infrastructure amongst the participants; the serious and pressing needs driving applications in areas as diverse as humanitarian response and protection, food security, and social and ∗ This work is licensed under the Creative Commons Attribution-Noncommercial Works 3.0 License. The lesson emerging is that the constraints limiting effective SDI implementation are less to do with communications and technical infrastructure, and far more related to institutional misapprehension, "mission lock" and mistrust. Effective strategies for outreach, policy development and capacity building are considered.

Ensuring HIV Data Availability, Transparency and Integrity in the MENA Region; Comment on “Improving the Quality and Quantity of HIV Data in the Middle East and North Africa: Key Challenges and Ways Forward”
In this commentary, we elaborate on the main points that Karamouzian and colleagues have made about HIV data scarcity in Middle Eastern and North African (MENA) countries. Without accessible and reliable data, no epidemic can be managed effectively or efficiently. Clearly, increased investments are needed to bolster capabilities to capture and interpret HIV surveillance data. We believe that th...
متن کاملA review of the status of spatial data infrastructure implementation in Africa
Spatial data is a key resource for the development of a nation. There is a lot of economic potential that is locked away in spatial data collections and this potential is realised by making the data widely available. Spatial Data Infrastructures (SDI) provide a platform for spatial data users, producers and those that manage it, to distribute the data more efficiently. Governments all over the ...

In response to this insightful editorial, we wish to provide commentary that seeks to highlight recent successes and illuminate the often unspoken hurdles at the intersections of culture, politics, and taboo. We focus on sexual transmission and draw examples from Lebanon, where the pursuit of data in quality and quantity is teaching us lessons about the way forward and where we are experiencing...
متن کاملLearning from Others – Capacity Building for Gis and Sdi in South East Europe
This paper addresses the need for capacity building for using GIS and building spatial data infrastructures (SDIs) in South-East Europe. This is a recognized need, which is dealt with, amongst others, by the European project eSDI-NET+ that has build a network of users and key European SDI stakeholders in Europe to share experiences and best practices. Using a detailed assessment methodology for...

Adequate nutrition is essential in early childhood to ensure healthy growth, proper organ formation and function, a strong immune system, and neurological and cognitive development. Child malnutrition – as measured by poor child growth – is an important indicator for monitoring population nutritional status and health. In 2013, about 17%, or 98 million children under five years of age in develo...
