Terrorism, Ideology and Target Selection∗
نویسنده
چکیده
How do ideological motivations influence terrorists’ choice of targets? While the ideological determinants of target selection have been the topic of anedoctal conjecture, no rigorous empirical work has been done to answer this question. Furthermore, no research has addressed the role of ideology in terrorist decision-making under strategic constraints. To address this gap in the literature, I present a theoretical and empirical model. Using novel data on Western European terrorism from 1965 to 2005 and a multinomial logistic extension of statistical backwards induction, I find that ideology is the only consistent predictor of target selection under strategic constraints. These results are particularly robust for nationalist/separatist groups, even when excluding domestic terrorism in the United Kingdom and Spain. I also find strong evidence that government responses are affected by recent tactical success and institutional path dependence. ∗I thank Kristopher Ramsay, Jacob Shapiro David Carter for helpful comments on the puzzle and research design. I also thank Danielle Jung, Brian Jackson, Patrick Johnson, Howard Shatz, In Song Kim, Luis de la Calle and Raymond Hicks for their help compiling and assessing data used for this project. This article argues that the discourses of radicalization and, more lately, of extremism have served to confuse the remit of counter-terrorism. Indeed, it appears that ‘terrorism’, ‘radicalization’ and ‘extremism’ have increasingly become merged into a single discursive framework, one consequence of which has been to blur the important distinction between ‘extremism’ of thought and ‘extremism’ ...

This paper focuses on how leaders in Japan, Russia, and Western countries talk about the “war on terrorism.” The paper discusses the difficulties of defining “terrorism,” because, unlike Marxism or capitalism, “terrorism” is not an ideology. Instead the term may be used to designate actions that are used by members of non-governmental organizations against civilian targets. In the case of the “...

The war on terrorism will have lasted seven years by September 2008, making it much longer than the American Civil War or World War II. Current American national security and military strategy documents, in fact, frame this war as a protracted struggle, one which may see persistent conflict lasting several decades. Despite the duration of this war, the US government has not yet exhibited a grea...
