Tensions mount Soviet bloc censures Poland

Brezhnev, Czechoslovakia on yes­ terday escalated the Soviet bloc at­ tack on Poland's leadership for failure to restore o rd e r in the crisisracked country. Gustav Husak, Czechoslovak Com m unist Party head, said in a th ree hour speech to a Com m unist Party Congress that Polish leaders had adm itted tw o m onths ago the country faced anarchy but still had not resto red order. “The fact that the political crisis is stll continuing and intensifying fills us all the m ore w ith apprehension," declared Husak. Brezhnev, the Soviet president and pary leader, is the only foreign head o f state at the congress and his surprise attendance has the Reagan adm inistration paying close atten ­ tion to the session. In 1968 Brezhnev ordered the Soviet-led Warsaw Pact invasion of Czechoslovakia to halt efforts by Czechoslovakian com m unists to p rom ote “socialism w ith a human face." The Kremlin also enunciated the “Brezhnev D octrine” in 1968, w hich claim ed that the Soviets had the right to intervene in any bloc country to safeguard the com m unist system. Warsaw Pact military exercises continued in and around Poland in what the U.S. defense secretary said was apparently an attem pt to in­ tim idate the Poles. Husak equated dem ands by Poland’s independent union Solidarity w ith the revolt in Hungary in 1956 and a liberalization drive in Czechoslovakia in 1968 — both crushed by the Red Army. He declared that Soviet b loc countries would “defend their in terests and the socialist achievem ents o f their people.” “We are not hiding the fact that ou r people are following the events in fraternal Poland w ith disquiet," he said. Husak called for a conference o f w orld com m unist leaders, saying the West has tried to “pull one o r the o ther country out o f the socialist family" and is doing it again in Poland.
