چکیده

The proliferation of nuclear weapons poses great threat to international peace and security. How to strengthen the non-proliferation regime has become a central question. In May 1997, the IAEA Board of Governors adopted the Additional Safeguards Protocol to improve its ability to detect the undeclared production of fissile material. This new strengthened safeguards system has opened the door for the IAEA to use of all types of information, including the potential use of commercial satellite imagery. We have therefore been investigating the feasibility of strengthening IAEA safeguards using commercial satellite imagery. This paper explores the new roles of high-resolution commercial satellite imagery to monitor the nuclear proliferation. Based on our analysis on a number of one-meter resolution IKONOS commercial satellite images of nuclear facilities, we found that the new highresolution commercial satellite imagery would play a new and valuable role in strengthening IAEA

Object-Oriented Method for Automatic Extraction of Road from High Resolution Satellite Images

As the information carried in a high spatial resolution image is not represented by single pixels but by meaningful image objects, which include the association of multiple pixels and their mutual relations, the object based method has become one of the most commonly used strategies for the processing of high resolution imagery. This processing comprises two fundamental and critical steps towar...

Seeing the expected technical improvements as to the spatial and spectral resolution, satellite imagery could more and more provide a basis for complex information systems for recognizing and monitoring even small-scale and short-term structural features of interests within nuclear facilities, for instance construction of buildings, plant expansion, changes of the operational status, undergroun...

Knowledge-Based Interpretation of Satellite Data for Safeguards Purposes by Object-Based and Multi-Scale Image Analyis

The use of commercial satellite images for the verification of nuclear treaties has been suggested recently in the context of a new protocol extending the rights of the International Atomic Energy Agency (IAEA) to verify the absence of undeclared nuclear activities within its member states. The present work investigates the application of a relatively new technology for image analysis (eCogniti...

Uses of Commercial Satellite Imagery in FMCT Verification

Negotiations on a fissile material cut-off treaty (FMCT) were agreed to in 1998 at the Conference on Disarmament (CD) in Geneva after several years’ delay caused by debates over its scope and linkage to nuclear disarmament measures. However, the negotiations have yet to get underway, as they have not been reauthorized by the CD in subsequent years. Should the negotiations move forward, it is ex...
