Issues in Temporary Disability Insurance

چکیده
In its Annual Report the Social Security Administration urged enactment of a Federal program of disability insurance that would be coordinated with old-age and survivors insurance. At the same time, State employment security agencies and other groups have asked the Administration for advice in formulating a temporary disability program that would be coordinated with the State unemployment insurance programs. In answer to these requests, a detailed study 1 was made of the problems involved. Though immediately concerned with a State program, the study, which is summarized here, includes discussion of a more general nature, since some of the problems are inherent in any system of disability insurance.
