The state requires effective role to run the government for it's development as a catalysts, contemplating activities of individuals and private businesses. But often time it fails deliver goods services people. This paper takes into account study that lawlessness lead marginalisation in very humble approach try point out some weaknesses on part hands affluent having more political clout than other groups. It humbly attempt highlights few points tackle various problems where collective partnership community's participation could prove handling situation.
