Why Fiscal Policies are Pro-cyclical in Economic and Monetary Community of Central Africa?

The objective of this paper is to study empirically the cyclical behaviour fiscal policies in CEMAC. According literature, are pro-cyclical developing countries. Two main arguments put forward: borrowing constraints during economic downturns; and irrational governments, which do not save enough booms because political pressure groups. Over period 1992 2012, using ordinary least double squares on panel data, our estimates show that CEMAC public investment spending most pro-cyclical. This their governments when terms trade favourable (boom periods), due fact they rather take advantage access external finance increase necessary for development (rational behaviour).
