Why did Paul cite Habakkuk 2:4b?

One of the most perplexing uses Old Testament in New is Paul’s quotation ‘the one who righteous will live by faith’ to support his view that: divine righteousness revealed through faith (Rom 1:17); no justified before God law (Gal 3:11); and works but Jesus Christ 2:16). Why did Paul quote Hab 2:4b, since this half-verse not ostensibly about judgment salvation? In article, I show that selection explicable when it realized there was a Jewish tradition, as reflected Pesher Habakkuk (1QpHab), which interpreted living salvation for wicked.
