Valuing Care

In this article, I explore the contradictory demands of ‘participation’ and ‘bureaucratisation’ in Pakistan’s HIV sector. Local models relatedness, personhood informal networks, particular social emotional skills development workers were co-opted under rubric while rolling-out projects for community care, yet affect, relations trust confidence built by during their work not translated into templates reporting-up project impact. Technologically less equipped either forced to extend roles report-writing, template-filling indicator-measuring or driven out sector altogether process scaling-up. This, ague, is a form bureaucratic violence that undermines care. It draws attention moving beyond metrics-driven data determinism global health.
