USDA Forest Service Employee Diversity During a Period of Workforce Contraction

Abstract We analyzed USDA Forest Service (Forest Service) employment data from 1995 to 2017, by race and ethnicity, gender, as well race/ethnicity assess progress towards the Service’s goal of achieving a multicultural workforce that reflects US population. look at trends an employee’s level in branch Service. Our show overall decrease nearly 20%, increase diversity leadership levels, little change percentage employees non-White racial/ethnic groups combined, number Black decreased, women lower grades National System Deputy Area decreased. Comparison with civilian labor force provides additional context. Implications are relevant beyond Service, including risk losing public trust reduced agency effectiveness if representative is not achieved.
