Urban Resilience and Climate Change: Developing a Multidimensional Index to Adapt against Climate Change in the Iranian Capital City of Tehran

Urban resilience studies have increased during recent years due to the significance of climate change as an alarming issue in centralized and highly populated cities where urban functionalities are disintegrated. Towards this aim, Exploratory Factor Analysis (EFA) was enrolled streamline over 22 districts Tehran after assessing objectivity. Based on results, city coverage classified into best (41%), moderate (15%), low (14%), least resilient (30%). In addition, municipal were five functional zones including Wellbeing-wealth (WWZ), Ecological Conservation (ECZ), Core (CZ), Downtown (DZ), Neutral Zone (NZ) evaluating concept functionality framework. The results indicated that socio-cultural component is considered fundamental necessity, along with eco-environmental economic components capacity building resilience. fact, more than half regarded resilient. Thus, rest should be prioritized, despite need inspire from top-ranked districts, especially D4. However, downtown neutral zones, D9 D21, which account for up 12% areas, evaluated seriously. Finally, robustness proposed methodology compared addressing same concept, we offer some preparatory adaptive measures planners policymakers.
