President Obama’s Syria policy and his decision not to intervene in had long been criticized by the US political elites, scholars, pundits. Most of explanations towards Syrian civil war are based on realpolitik arguments. Realpolitik foreign analysis tend overlook other key factors that play a vital role making processes. Therefore, these studies fail explain adequately. This article aims provide more comprehensive explanation policy. I argue can be better explained two approaches: mass politics psychological cognitive approaches. After thorough examination relevant literature interviews speeches, Obama chose because public opinion was extremely reluctant send troops Syria, there an effective interest group could impact administration’s policies. Further, beliefs attitudes also played determining First, fundamental shaped how he approached crisis. Then, interaction with several actors crises affected attitude situation should handled.
