The persistence of organized crime in post-caliphate Iraq: a case of crime-terror convergence?

Abstract In the advancing understanding of crime-terror nexus, organized crime and terrorist entities are increasingly seen as capable pursuing multiple agendas simultaneously, with potential to ultimately reach convergence. Applying Makarenko’s theoretical work on convergence, this article sets out explain persistence in Iraq after fall Islamic State Syria (ISIS) Caliphate, based a literature study three expert interviews. The vacuum caused by Caliphate’s led fierce competition between remnants ISIS Iran-backed Shia factions Popular Mobilization Forces (PMF), rearrangement control over ISIS’ criminal enterprise. Iraq-Syria border is used hub for smuggling weapons, drugs, oil, people both PMF factions, while areas roads leading Baghdad focal points imposing illicit taxation. We argue that post-Caliphate Iraq, can be hybrid criminal-political entities, cannot defined such definite manner. their power, actors exploit local idiosyncrasies garner support among population. By strengthening ideological-political components, these continue destabilize already fragile Iraqi state.
