The Most Vulnerable Populations: Exploring the FEMA National Risk Index by Racial/Ethnic Group

Introduction: The US Federal Emergency Management Agency (FEMA) has created a publicly available National Risk Index (NRI) using natural disaster and community risk factor data to provide numeric visual representations of communities’ risk. Of particular interest is the index’s use social vulnerability resilience variables. This study’s purpose was identify explore differences in based on racial demographic at census tract level. By identifying communities highest risk, we can address modifiable factors improve outcomes for vulnerable populations. Method: project used merged from Census Bureau’s 2019 American Community Survey source FEMA NRI. Using Microsoft Excel, scatter plots variables by predominant group, calculated mean, standard deviation, statistical difference between those race. Results: In tracts where Native Americans made up ≥50% population: 1) There positive linear association percent increased vulnerability. 2) average score (ASV) significantly higher (ASV = 55.74) than predominantly White 31.43) (p < 0.001). 3) (ARS) (ARS 30.18) compared 16.98) 4) index (ARIS) lower (ARIS 51.83) 55.08) Conclusion: Results show that with populations face vulnerability, have scores tracts. decrease better protect high
