The freedom to choose: Theory and quasi-experimental evidence on cash transfer restrictions

Should cash transfer programmes restrict consumer choice? For example, should food assistance delivered in be restricted to and exclude temptation goods? Theoretically, restrictions induce (1) a substitution effect away from goods (2) negative wealth if transfers are extra-marginal the resale of is costly. The welfare impact on recipients negative. We test these predictions by exploiting natural experiment refugee settlement Kenya, where some refugees receive monthly while others unrestricted transfers. In line with theory, we find that increase participation shadow market negatively affect non-food expenditure, temptation-goods spending, subjective well-being. Consistent have no significant consumption. Our results show policy-makers avoid maximise positive impacts beneficiaries, especially when extreme poverty implies extra-marginal.
