The Evolution of Japan’s Peacekeeping Policy 1992–2012

Abstract In this chapter, we will provide an overview of the evolution Japan’s peacekeeping policy from enactment Peacekeeping Operations (PKO) Act in 1992 to era before return Prime Minister Shinzo Abe 2012 (we also briefly mention more recent issues where relevant). The chapter consists three sections. First, outline experiences with personnel contribution United Nations (UNPKOs) and other related activities. For purpose, pay particular attention concept International Peace Cooperation (IPC), which UNPKO participation is embedded. Because two variations IPC (narrow vs. broad) coexist within Government Japan (GoJ) framework, evaluate its actual performance these respective categories. Second, trace how tried follow trends “robustness” “integration” early 1990s 2012. Above all, investigate fifth item Five Principles, namely restriction on use weapons only for self-preservation, caused practical problems Self-Defense Forces (SDF) peacekeepers ground, widening gap between international standard. Lastly, however, summarize political realignment shifts public opinion were decline anti-militarism, once restrained participation.
