The Effects of Youth Employment on Crime: Evidence from New York City Lotteries

Recent policy discussions have proposed government-guaranteed jobs, including for youth. One key potential benefit of youth employment is a reduction in criminal justice contact. Prior work on summer programs has documented little-to-no effect the program crime during but found decreases violent and other serious crimes among “at-risk” year or two after program. We add to this picture by studying randomized lotteries access New York City Summer Youth Employment Program (SYEP), largest such United States. link SYEP data State records investigate outcomes 163,447 who participated lottery between 2005 2008. find evidence that participation arrests convictions summer, effects are driven small fraction (3 percent) at-risk, as defined having been arrested before start conclude an important SYEPs contemporaneous concentrated individuals with prior contact system.
