The COVID-19 wicked problem in public health ethics: conflicting evidence, or incommensurable values?

Abstract While the world was facing a rapidly progressing COVID-19 second wave, policy paradox emerged. On one side, much more known by Autumn 2020 about mechanisms underpinning spread and lethality of Sars-CoV-2. other how such knowledge should be translated policymakers into containment measures appeared to controversial debated than during first wave in Spring. Value-laden, conflicting views scientific community emerged both problem definition subsequent solutions surrounding epidemiological emergency, which underlined that global crisis had evolved towards full-fledged “ wicked ”.
