Strategy Formation Across Organizational Boundaries: An Interorganizational Process Model

Strategic decision-makers today face complex environments with meta-problems that cut across multiple industries. Single organizations cannot address these meta-problems. As a result, collaborate partners, among them also competitors, and commonly work together in multi-partner initiatives (MPIs). How jointly form an interorganizational strategy (IOS), however, is not well understood. In this paper, we extend the current process conceptualizations from intraorganizational focus of single firm to strategy-making entities working together. We selected eMobility sector as our research context develop such IOS model. first developed 25 cases on MPIs German-speaking area based interviews desk research, before focused ecology southern part Germany. identified 291 MPIs, conducted 19 central actors, held several workshops informal gatherings, complemented data analysis publicly accessible documents. Using inductive design, model unfolds three phases: initiation, negotiation execution. reveal specific dynamics be critical formation manifestation IOS.
