Halal tourism is one part of the halal industry ecosystem, realizing a world hub in 2024. This research supports presentation Muslim-friendly industry, especially encouraging improvement creative economy (sharia) Indonesia, which still relatively increasing but not too significant. Even though (halal industry) visited only by Muslim community. his focuses on discussing and sharia economic development strategies as reference Indonesia. The method uses SOAR (Strength, Opportunity, Aspirations, Result) QSPM (Quantitative Strategic Planning Matrix) analysis to determine strategic priorities sector. results lead optimization human resources specifically targeting expertise through selection, socialization workshops/training related functions, eco-system stages road maps system that has been formed, certification process accelerated mentoring, auditors supervisors so form quality products can be guaranteed, with highest score 2,4926.
