The more coal production is produced, the waste coming from combustion process which leads to environmental pollution. Waste burning in form of fly ash can be used as a mixture subgrade stability highway construction. purpose this study determine characteristic value each combination ash, Liang Anggang sand and cement layer materials. test objects consist 10 combinations cement. Some tests were conducted such Atterberg Limits, Specific Gravity, Sieve Analysis, Compaction CBR test, respectively. From all objects, best that suits values minimum 6% specification maximum Plasticity Index (PI). recommended economical for landfill soil with composition 75% 20% 5% cements.
