When we elect representatives to the U.S. House of Representatives (or state legislative bodies, or even school board), do so by dividing people into districts, and having each district one representative. The districts draw as shapes on maps can affect outcome elections. As a result, process creating changing create them are important. After every census, must construct new map. they that unfairly, it give an unfair advantage political parties. This is called gerrymandering. By looking at examining their compactness, start detect fair maps.
