Due to the dramatic increase of spectrum demand, efficient usage limited resources has become a crucial issue for next-generation wireless networks. Auction-based trading, utilization and pricing have many promising features proven be fair consistent way secondary trading management. In this paper, we present mathematical approach future market where multiple buyers (secondary network operator) compete gain through number auctions from sellers (primary operator, PNO). Through static dynamic auctions, operators borrow underutilized licensed primary either predefined contracts or instantaneous contracts. Our main focus is on optimal choice contiguous resource maintain quality history based allocation controlled by third party regulators (SR), which not been addressed previously.
