In this article I build on scholarship that calls for attention to the interventionist role of municipality in steering development beyond growth introduce situated planning experiment as a mechanism through which municipalities practice socially engaged statecraft. The foregrounds place-based innovative practices incorporate participation citizen intellectuals who act advocates marginalized groups China. frame Shenzhen Urbanism\Architecture Biennale (UABB) experiment, tracing its influence municipality's shift approach urban village redevelopment. show how UABB is leveraged an instrument connect social and economic objectives it presents differentiated opportunities migrant residents make viable lives. offers one possibility theorizing changing relationship between municipal entrepreneurialism critically evaluates potential statecraft, considering Xi regime's focus people-oriented urbanization.
