Optimizing costs and time manpower planning are very important in project management. The case study raised this research is a cooling water pipe fabrication with processing duration of 231 days cost allocation Rp. 306,545,488,000. method used to control delays earned value analysis, optimize the done by shortening minimizing losses using crash program method. results analysis stated that experienced delays, exceeded budget was subject penalties, which 340 completion more than 111 from planned total final Rp.331,813,410,524.46 25,267,922,524.44 have been prepared. Then an effort made accelerate three scenario options. From calculation, it found estimate for 1 3 hours overtime Rp.289,043,553,541.
