The foundations for the introduction and development of modern right to a healthy environment were laid almost half century ago, by adoption Declaration on Human Environment at United Nations thematic Conference Environment, held in Stockholm 1972. gathering was preceded extensive preparations which members academic community people from politics participated equally. Scientists have obviously prepared good basis considering key issues, representatives member states UN bodies given it an appropriate political dimension. Thanks that, reasonable, necessary compromises made, made possible establish (fragile) balance interests then polarized world start process great importance humanity with lot optimism. Unfortunately, relatively little has been done global level since then. This is evidenced terminological inconsistency conceptual uncertainty environment, unclear legal nature, dominant expansion through constitutionalization national (not international instruments), as well indirect application so-called greening other human rights.
