Regional policy is a significant element of the domestic politics unitary state, and for federal state it zone increased attention. Russia an asymmetric ethno-confessional democratic federation, therefore, there constant competition between centrifugal centripetal trends. To ensure integrity leadership Russian Federation (RF) has to constantly transform regional policy, based on peculiarities socio-economic political situation. In arsenal this diverse means methods countering separatism extremism, which was used throughout post-Soviet period Russia's history. Within first decade, country's unsuccessful ineffective, actually led civil war beginning collapse. Since 2001, as result application radical unpopular measures reform relations, situation been reversed, then normalized. This became possible restriction principles strengthening authoritarian elements politics, well preservation archaic structure federation.
