Abstract There is incontrovertible evidence that early learning opportunities shape long-term development and health. Nevertheless, childhood care education (ECCE) not expressly mentioned as part of the right to in Convention on Rights Child, International Covenant Economic, Social Cultural Rights, Persons with Disabilities.
