Abstract There is incontrovertible evidence that early learning opportunities shape long-term development and health. Nevertheless, childhood care education (ECCE) not expressly mentioned as part of the right to in Convention on Rights Child, International Covenant Economic, Social Cultural Rights, Persons with Disabilities. This paper argues can nevertheless be regarded including ECCE. We examine treaties, General Comments, 264 Concluding Observations by relevant UN monitoring bodies, covering 152 countries from 2015 2020, determine whether ECCE States’ obligations content duty. These demonstrate consistently States must provide affordable, accessible, quality, inclusive ECCE, adequate resources. argue committees should draw these together one Comment, thereby improving accountability guiding delivery
