Recentralization, intergovernmental conflicts and territorial inequality: perspective of local governments in Peru

Abstract Intergovernmental conflicts, in Latin America’s centralism and the recentralization Peru, have been more acute over last 30 years, producing sociopolitical, economic, cultural problems at subnational levels. Based on design of grounded theory Glasser Strauss, this sociopolitical phenomenon is analyzed from perspective local governments Puno region to account for emerging categories subcategories analysis regarding dynamics intergovernmental relations (IGR) public policy process. The main argument that, as a result centralism, recentralization, territorial inequality reproduces reinforces level. These are expressed dichotomy between deficit (backward areas) entrepreneurial (growth areas).
