Quarantining activism: COVID-19, frontline defenders and intensifying extractivism in the Philippines

How does the intersection of authoritarian populism and a global pandemic reinforce suppression human rights, dismantle environmental protections, accelerate resource extraction? In parts Southeast Asia, rise regimes has created conditions impunity in which state non-state actors have exploited restrictions during COVID-19 to restrain activism, contain indigenous livelihoods, intensify exploitation. This article explores how political control violence against activists (‘defenders') under Philippine President Rodrigo Duterte intersected with been reinforced throughCOVID-19 health measures curtail grass-roots efforts protect social safeguards. Since March 2020, defenders gone viral as activism country quarantined. Under Duterte's populist rhetoric, actors, parastatal shadowy assassins allegedly used public suppress further,enabling harassment, arrests, deaths intensification extraction.
