Public policies and the business environment, factors that condition Romania’s transition to green energy. Case study: cogeneration plants.

Abstract Combating the effects of climate change, energy security and providing resources we need for life is greatest trilemma our times. This conflict could also be resolved through transition to renewable implementation latest technologies that contribute efficiency resource consumption minimization losses. In this context, adoption cogeneration, trigeneration cogeneration systems, based on sources, intensely promoted in recent years, are solutions can successfully achieving green goals. However, such an approach depends very much quality public policies way which business environment reacts, being important factors condition pace succession ecological future. From point view, Romania has not made significant progress. Although it set up a state aid scheme under provided financial support high-efficiency amount electricity produced by beneficiaries fallen more than 35% last 8 years. Moreover, from technical these plants remained at level years 1960-1970, oversized with high fuel consumption.
