Public Administration and Democracy: The Virtue and Limit of Participatory Democracy as a Democratic Innovation

The expansion of public bureaucracy has been one the most significant developments that marked societies, particularly Western liberal democratic societies. Growing political apathy, citizen disgruntlement and ensuing decline in electoral participation reflects nature governance failures. Public bureaucracy, which historically saddled with derogatory pejorative connotations, encountered fierce assaults from multiple fronts. Out these sharp criticisms have emanated both sides ideological spectrum, attempts made to popularize advance policy formulation implementation processes as innovations democratize administration. Despite their virtue, empowering connotations spirit-uplifting messages public, proposed practices not only own shortcomings are conducive exacerbating conditions they directed ameliorate but also potential undermine traditional administrative accountability mechanisms.
