Private-Sector Partner Selection for Public-Private Partnership Projects Based on Improved CRITIC-EMW Weight and GRA -VIKOR Method

When the government decides to use public-private partnership (PPP) in projects, such as infrastructure construction, selecting a private-sector partner that meets project's needs is one of key factors for successful implementation, but this ignored existing research. On basis, paper proposes GRA-VIKOR method based on combined weight improved CRITIC-entropy (EWM). The traditional CRITIC by combining it with EWM. weights are measured, which reduces limitations single weight. Considering inherent correlation evaluation indicators, VIKOR grey relational analysis (GRA), makes results selection assessment more reasonable. This carries out case study first inland navigation PPP project China. Through preliminary tracking studies, tests effectiveness proposed method, superiority demonstrated comparing those GRA methods, VIKOR, and TOPSIS.
