The paper examines the role of meso-level governance in Hungarian political system focusing on county self-governments. objective author is to introduce consequences lack politics for backslide democratic system. counties seeks explore three-decade-long process leading progressive elimination these bodies from public power arena. case demonstrates how overall administrative and centralisation has contributed hollowing-out actors. study underlines complex interrelations between macro-political system, territorial governmental arenas aspect centre periphery relations. Many European regional governments are not only platforms interest representation but also a counterweight central level contributing quality stability governance. reviewing situation draws author’s previous empirical research experiences part ongoing issues peripheral areas 1 . results analyses discuss implications electoral party modification institutional channels representation. example appears corroborate analogy with theory second order elections. elections recognized impact turnout preferences based changing different levels, by same token, it seems that weakening position meso contributes decline competition publicity minimizing general. present enrich assessment relationship democracy some analytical options demonstrating “second nature” meso.
